Abstract

Penelitian ini bertujuan untuk menggambarkan kesiapan Pemerintah kabupaten mandailing natal dalam pelaksanaan e-government untuk mendukung inisiatif Smart Province Sumatera Utara. Metode penelitian ini dilaksanakan secara kuantitatif dan kualitatif. Data kuantitatif dilakukan dengan metode survei kepada 30 orang pegawai di lingkungan pemerintah kabupaten mandailing natal, sedangkan data kualitatif dilakukan dengan wawancara terbuka kepada informan yang berasal dari dinas komunikasi dan informatika. Hasil penelitian menemukan bahwa pemkab mandailing natal telah memanfaatkan TIK dalam proses kerja di pemerintahan namun belum maksimal. Pada sisi infrastruktur, jaringan internet di sebagian besar Organisasi Perangkat Daerah masih menggunakan kabel telepon dengan kecepatan akses yang cukup lambat. Pada sisi SDM, para responden umum memiliki kemampuan operasional perangkat TIK namun tidak memahami tentang hal-hal teknis. Sedangkan pada aspek tata kelola, pemkab mandailing natal belum memiliki kerangka hukum sebagai landasan opearasional dan perencanaan pengembangan TIK kedepan. Studi ini juga mengemukakan sejumlah hambatan pelaksanaan e-government dan merumuskan beberapa rekomendasi sebagai langkah perbaikan.
