TELECENTERS DAN EKSISTENSINYA (Survai Eksistensi PLIK di Provinsi Jambi, Bengkulu dan Bangka Belitung)

Abstract

This study questions the existence of telecentres in Bengkulu, Jambi, and Bangka Belitung. The study concludes that telecentres or PLIK indicates that telecentres generally do not operate accordance with its objectives. This phenomenon indicates that the implementation telecentres establishement for the first time in Velmdalen, Swedia- was not in realization. Operating-PLIK - according to theory of telecenters- generally is included into the category of basic model telecenters. Referring to the report of APJII, this phenomenon occurs also in the country of Chile (Latin America) and South Africa. Some PLIK such as the District Kepahiang and Curup change from the basic model of telecentres becomes a model of telephone cafe. A number of PLIK operating, according to the indicators of telecenters are excluded from category of ideal telecenters of ideal model, the one of Multi-purpose Community telecentres-MCT. Therefore, in addition to addressing the technical shortcomings earlier, it needs to improve the quality of the resource managers.

ABSTRAK

Penelitian ini pada dasarnya mempertanyakan eksistensi telecenters di Provinsi Bengkulu, Jambi serta Bangka Belitung. Hasil studi menyimpulkan bahwa telecenters yang dalam kenyataan disebut PLIK itu mengindikasikan bahwa telecenters-telecenters itu umumnya tidak beroperasi sesuai dengan tujuan pengadaan program telecenters. Dengan fenomena ini, maka hakekat dari pelaksanaan Telecentres sebagaimana pembentukannya pertama kali di Velmdalen, Swedia itu dengan sendirinya jadi tidak mungkin terwujud. Selanjutnya, terkait dengan PLIK-PLIK yang dijumpai masih eksis beroperasi, mengacu pada teori telecenters, maka PLIK-PLIK dimaksud umumnya termasuk dalam kategori telecenters yang berbasis model dasar.  Mengacu pada catatan APJII, ini berarti fenomenanya sama dengan yang terjadi di negara-negara seperti Chili (Amerika Latin) dan Afrika Selatan, di  mana telecenters model dasar juga memang banyak dijumpai di sana. Beberapa PLIK seperti di Kabupaten Kepahiang dan Curup, dijumpai PLIK yang berganti model, dari telecenters bermodel dasar menjadi model wartel. Dari sejumlah PLIK yang beroperasi tadi, sesuai dengan indikator telecenters, maka tidak satupun di antaranya yang termasuk kategori model ideal-telecenters model Multi-purpose Community Telecenters-MCT. Untuk itu, maka di samping mengatasi kekurangan-kekurangan teknis tadi, kiranya perlu juga meningkatkan kualitas sumber daya penegelolanya.
