MEDIASI STRUKTUR POLITIK OLEH SURATKABAR (Studi Content Analysis Terhadap Suratkabar Ibukota)

ABSTRACT
Background of this research is the phenomenon of political structure components in political system through agenda setting in newspaper’s headline. By using content analysis on the basis of agenda setting model, this research focuses on five main problems which are substantivly related to political structure component phenomenon and selection component one in the proses of agenda setting. Recording units of this study are headline news of Kompas, Republika, Media Indonesia and Rakyat Merdeka on edition of January 2014. This study conclude that 1) newspapers -in the position as components of political infrastructure- empirically shows an evidence that they takes role for “their existence”, survival of political communication process in Indonesian political system; 2) media prefer to put priority on top down political communication stream rather than bottom up one; 3). “Interest” of media regarding political process between components in political suprastructure, have a relationship with problem of priority scaling of issues in the process of agenda setting. Regarding of media “Interest”, this become important input for political actors in the relation of issue expression which draws a media sailence in order that information not to create ambiguity, negative image, misunderstanding or incredibility among newspaper’s audience.

ABSTRAK
Berlatarbelakangkan mempelajari fenomena pemediasian komponen-komponen struktur politik dalam sistem politik melalui pengagendaan media dalam headline suratkabar, maka dengan menggunakan studi content analysis berbasiskan model studi agenda setting, penelitian fokus menjawab lima permasalahan pokok yang secara substantif diantaranya menyangkut fenomena pemediaan komponen struktur politik dan fenomena seleksi komponen dalam proses agenda setting. Dengan menjadikan pemberitaan headline Kompas, Republika, Media Indonesia dan Rakyat Merdeka edisi Januari 2014 sebagai recording unit, penelitian diantaranya menyimpulkan, 1) pihak suratkabar dalam posisinya yang juga sebagai bagian dari pihak dalam komponen infrastruktur politik, secara empirik telah membuktikan dirinya sebagai pihak yang berperan besar bagi “hidup”-nya keberlangsungan proses komunikasi politik dalam sistem politik Indonesia saat ini; 2) Pihak media itu tampak cenderung lebih mengutamakan arus komunikasi politik yang sifatnya top down dari pada yang bersifat bottom up.; 3); “Interest”media terkait penciptaan proses komunikasi politik di antara sesama unsur dalam komponen suprastruktur politik, kemunculan fenomenanya berindikasi saling berkaitan dengan persoalan penentuan urutan tingkat kepentingan isu dalam proses pengagendaan media. Berkaitan dengan “Interest” media, ini menjadi in put penting bagi para aktor politik dalam kaitan berekspresi menyangkut isu yang menjadi perhatian media agar informasi yang beredar itu tidak menciptakan ambiguitas, citra negatif, misunderstanding atau incredibility di kalangan khalayak media suratkabar.
