Abstract

ABSTRAK

Penelitian ini adalah tentang inovasi pelayanan perizinan. Penelitian ini dilatarbelakangi oleh adanya inovasi kebijakan sebagai paradigma baru dalam pelayanan perizinan sebagai cara untuk meningkatkan investasi di daerah. Tujuan dalam penelitian ini adalah untuk menggambarkan pelbagai upaya yang dilakukan pemerintah daerah Boyolali dalam mempertahankan daya saing daerah dengan peningkatan layanan perizinan. Penelitian ini menggunakan metode kualitatif. Metode pengumpulan data dilakukan dengan teknik triangulasi sumber data. Sedangkan pengolahan data peneliti melakukan reduksi data. Hasil yang di dapatkan dalam penelitian ini adalah selain inovasi dalam bidang teknologi yaitu penggunaan sarana SMS gateway, perijinan online, peta potensi investasi, Bupati Boyolali juga membuat inovasi kebijakan dengan melahirkan regulasi dan kebijakan yang berpihak kepada kemudahan investasi (pro investasi).

ABSTRACT

 

This research is about licensing service innovation. This research is motivated by the existence of policy innovation as a new paradigm in licensing service as a way to increase investment in the region. The purpose of this research is to describe various efforts made by Boyolali local government in maintaining the competitiveness of regions with the improvement of licensing service. This research uses qualitative method. Data collection method is done by triangulation technique of data source. While data processing researcher do data reduction. The results obtained in this study is in addition to innovations in the field of technology that is the use of SMS gateway facilities, online licensing, investment potential map, the Regent of Boyolali also make policy innovation by creating regulations and policies that favor investment (pro investment).

    I am a researcher who works in The Research and Development Agency of the Ministry of Home Affairs. Especially the issue of local governance. My main interests are government, politics, sociology of development and innovation of the region. I am currently working on a research project that focuses on local government issues on local innovation, public service, and community involvement in innovation. I have worked at University of Airlangga and Lectures University of Ciputra Surabaya, and currently I as a civil servant in the Ministry of Home Affairs.
