KERANGKA KERJA PENGEMBANGAN KONSULTASI PUBLIK ELEKTRONIK DI LEMBAGA PEMERINTAHAN

Abstrak

Partisipasi masyarakat dalam proses perumusan kebijakan pemerintah akan menghasilkan kebijakan yang lebih matang, tepat sasaran, dan lebih diterima oleh semua pihak. Dengan perkembangan TIK dalam konsep e-participation, partisipasi masyarakat dimungkinkan untuk diselenggarakan secara daring melalui layanan konsultasi publik elektronik (e-Consultation). Untuk mengembangkan layanan tersebut dibutuhkan perencanaan yang matang dan langkah-langkah yang tepat agar sistem yang dikembangkan dapat dipergunakan secara efektif. Sejumlah literatur telah mengupas tentang model pengembangan e-Participation, namun model-model yang ada hanya fokus pada aspek tertentu saja. Oleh sebab itu makalah ini mencoba mengusulkan sebuah kerangka pengembangan layanan konsultasi publik elektronik melalui studi literatur terhadap sejumlah kajian-kajian pengembangan dan konsep e-Participation. Kerangka yang dibangun terdiri atas 4 (empat) tahapan: Inisiasi, Perancangan, Implementasi, dan Evaluasi, dan dalam tiap tahapan memiliki langkah-langkah spesifik yang dapat menjadi acuan dalam pengembangan layanan e-Consultation. Melalui makalah ini, peluang untuk penelitian lanjutan dapat dilaksanakan dengan menguji dan mengevaluasi kerangka yang dibangun.
