Tata Kelola Institusi, Teknologi, dan Manusia: Bagaimana Pemerintah Daerah Menangani Komponen Smart City (Institutional, Technology, and Human Governance: How Local Governments Manage the Smart City’s Components)

Abstract
Banyak pemerintah daerah yang mengimplementasikan program smart city dengan berbagai niatan strategis. Tata kelola institusi, teknologi, dan manusia adalah komponen yang disepakati pakar sebagai determinan kesuksesan Smart City. Studi konseptual ini membahas tentang bagaimana pemerintah daerah, kabupaten dan kota, mengelola ketiga komponen tersebut berdasarkan konsep yang berkembang. Serangkaian indikator digunakan untuk membandingkan kondisi ketiga komponen tersebut di wilayah penelitian. Data untuk penelitian ini dihimpun melalui wawancara, observasi, dan studi dokumen regulasi dari enam pemerintah daerah. Hasilnya menunjukkan bahwa Pemerintah Daerah memiliki niatan strategis terhadap komponen tata kelola dan teknologi, tetapi masih lemah pada komponen sumber daya manusia. Kesenjangan antara tujuan pembangunan dan strategi implementasi mengindikasikan pemahaman yang belum baik. Pemerintah Daerah belum memiliki kepedulian tinggi terhadap penggunaan kecenderungan data dan merangkul masyarakat untuk mengelola daerah.
