Abstract
The implementation of the eight development agendas of NTT Province (2013-2018) received attention in the daily reporting of Pos Kupang, Timor Ekspress and Victory News. With this news, public opinion is formed. Therefore, the purpose of this study is to identify priority opinions and public attitudes towards implementing the eight development agendas. The theoretical framework used is a spiral of silence theory. Through the results of a public opinion survey, the results of the study show that the choice of opinion and attitude of the public prioritizes and approves the agenda for infrastructure development in subsequent developments. Meanwhile, the results of an regression analysis of the influence of reporting the eight development agendas on the formation of public opinion show a low influence. This confirms the selective attitude and the importance of public opinion towards the implementation of the eight development agendas of NTT province.
