Abstract
UUD 1945 put the significance of the information in section 28F, that the state is present in the fulfillment of the rights of citizens to obtain and use information. It was stated in the Target RPJMN 2015-2019, namely "Realization of public disclosure and increased public access to public information to encourage public participation in the preparation and supervision of public policy." This research objective is to obtain a description of information needs, information channel, motivation as well as the satisfaction of the use of public media in the border areas and underdeveloped areas.
This study uses survey method using a questionnaire as interview instrument. The analysis technique used is descriptive. Target population is people in the Border Area and Disadvantaged Areas in the province of North Sulawesi and Gorontalo. The respondents each province is set to 120 people with a sampling error of 10%. Sample location is determined by using random sampling area proportionally.
From the research found, people tend to need more health information (64.39%). Information channel used is dominated by television (76.3%) and government agencies (61%). This is the impact of the high barriers to both access and infrastructure. Motives of using television tend to be higher for entertainment (79.3%) than to meets the needs of information (63.7%), while the motive of the use of the Internet to meet the needs of the information is quite high (79,4%). Satisfaction use of television for the fulfillment of information needs quite high, with a percentage of 76.4%, while the Internet reached 77.4%.

UUD 1945 menempatkan makna penting informasi dalam pasal 28F, bahwa negara hadir dalam pemenuhan hak warga untuk memperoleh dan memanfaatkan informasi. Hal tersebut dituangkan dalam Sasaran RPJMN 2015-2019, yaitu “Terwujudnya keterbukaan informasi publik dan meningkatnya akses masyarakat terhadap informasi publik dalam mendorong partisipasi masyarakat dalam penyusunan dan pengawasan kebijakan publik.” Tujuan penelitian adalah untuk mendapatkan deskripsi tentang kebutuhan informasi, saluran informasi, motivasi serta kepuasan penggunaan media masyarakat di daerah perbatasan dan daerah tertinggal.
Penelitian ini dilaksanakan dengan metode survei menggunakan instrumen wawancara berpedoman pada kuesioner. Teknik analisis yang digunakan adalah deskriptif. Target populasi adalah masyarakat di Daerah Perbatasan dan Daerah Tertinggal di provinsi Sulawesi Utara dan Gorontalo. Jumlah responden setiap kabupaten ditetapkan sebayak 120 orang dengan sampling error 10%. Sampel lokasi ditentukan dengan teknik random sampling secara proporsional.
Dari hasil penelitian ditemukan, masyarakat cenderung lebih membutuhkan informasi kesehatan (64,39%). Saluran informasi yang digunakan didominasi oleh televisi (76,3%) dan Lembaga Pemerintah (61%). Hal ini merupakan dampak dari tingginya hambatan baik akses serta infrastruktur. Motif penggunaan televisi cenderung tinggi untuk mendapatkan hiburan (79,3%) dibandingkan memenuhi kebutuhan informasi (63,7%). Motif penggunaan internet untuk pemenuhan kebutuhan informasi cukup tinggi (79,4%). Kepuasan penggunaan televisi untuk pemenuhan kebutuhan informasi cukup tinggi yaitu 76,4%, sementara internet mencapai 77,4%.
