Abstrak

Convergence  of  Communications  and  Information  Technology  support  the  realization  of  the
information  society  as  planned  by  WSIS  signatories, including  Indonesia.  WSIS  planned  the
realization of ICT literacy at 50% of the world population by 2015 and 100% by 2025. This paper will
present  the  results  of  research  about  computer  literacy  in  rural  coastal  communities.  The  research
location selection was related to an attempt to make them as part of the global information society.
This study was based on positivistic paradigm with  quantitative approach through survey methods in
the province of DKI Jakarta, Bangka Belitung, and Bengkulu. The results of this study can be stated as
follows. Minor variables indicate that respondents  tend to have computer independent literacy skills.
But particularly, it appears that the respondents in the coastal village of Bengkulu is far superior than
other locations. Overall analysis of computer literacy showed that respondents who were more selfsufficient ability already prevalent in Bengkulu than two other locations. The same symptoms appears
when it is viewed on the respondents who have not self-contained, Bengkulu province was also seen
far  less  than  other  two  locations,  especially  Bangka  Belitung  province  which  dominated  by
respondents that are not self-sufficient.

 

Konvergensi  Teknologi  Komunikasi  dan  Informasi  mendukung  upaya  mewujudkan  masyarakat
informasi  (sesuatu  yang  dicanangkan  negara  penandatangan  WSIS  termasuk  Indonesia).  WSIS
menyanangkan, terwujudnya ICT literasi pada 50% penduduk dunia pada tahun 2015 dan 100% pada
tahun  2025.  Tulisan  ini  akan  memaparkan  hasil  penelitian  tentang  tingkat  literasi  komputer  di
lingkungan  masyarakat  pedesaan  pantai.  Pemilihan  lokasi  penelitian  ini  terkait  dengan  upaya  untuk
menjadikannya  sebagai  bagian  dari  masyarakat  informasi  global.  Penelitian  ini  dilaksanakan
berdasarkan paradigma positivistik dengan pendekatan kuantitatif melalui metode survey di provinsi
DKI Jakarta, Bangka Belitung dan Provinsi Bengkulu.Hasil penelitian ini dapat dikemukakan sebagai
berikut.  Variabel  minor  menunjukkan  bahwa  literasi  komputer  responden  cenderung  memiliki
kemampuan  yang  sifatnya  mandiri.  Namun  secara  khusus  tampak  bahwa  responden  di  desa  pantai
Bengkulu  itu  jauh  lebih  unggul  jika  dibandingkan  dua  lokasi  lainnya.  Analisis  secara  keseluruhan
terhadap  fenomena  literasi  komputer  menunjukkan  bahwa  responden  yang  kemampuannya  sudah
mandiri itu lebih  menonjol  terjadi  di  lokasi  Bengkulu jika  dibandingkan  dengan  dua  lokasi lainnya.
Gejala yang cenderung sama juga tampak jika ditinjau pada kalangan responden yang belum mandiri.
Lokasi  Bengkulu  itu  juga  terlihat  jauh  lebih  sedikit  jika  dibandingkan  dengan  dua  lokasi  lainnya,
terutama  dengan  lokasi  Bangka  Belitung  yang  dominan respondennya  memang  dari  kalangan
responden yang belum mandiri.
