Akses dan Penggunaan Internet Pitalebar di Wilayah Perbatasan (Indonesia – Papua Nugini dan Indonesia – Timor Leste)

Abstract
Pembangunan infrastruktur TIK khususnya broadband di wilayah perbatasan menjadi isu menarik dan strategis yang harus dilakukan. Mengingat perbatasan merupakan wilayah terluar yang bersinggungan langsung dengan negara lain, memiliki potensi terbesar dalam hal keamanan, disintegrasi dan nasionalisme. Penelitian ini melakukan survei akses dan penggunaan internet broadband di wilayah perbatasan RI- PNG dan RI- Timor Leste. Survei ini fokus pada empat permasalahan, yakni akses dan penggunaan internet broadband pada sektor rumah tangga dan individu, sektor bisnis, sektor pendidikan, dan sektor pemerintahan. Penelitian ini dilakukan dengan metode survei dan menggunakan kuesioner yang disusun berdasarkan indikator utama penggunaan TIK pada masing-masing sektor yang direkomendasikan oleh International Telecommunication Union. Berdasarkan indikator-indikator tersebut, hasil penelitian menunjukkan bahwa internet di wilayah perbatasan pada sektor rumah tangga dan individu telah dimanfaatkan, juga halnya pada sektor pendidikan. Namun, pada sektor bisnis, belum banyak unit bisnis yang memanfaatkan internet. Demikian halnya pada sektor pemerintah, internet belum dimanfaatkan dengan baik untuk memberikan pelayanan kepada masyarakat melalui pengelolaan e-Government.
