Abstract

Kebebasan berekspresi dan tanggung jawab sosial merupakan elemen penting dalam praktik jurnalisme, baik dalam platform media konvensional maupun media digital. Karakteristik media digital, seperti hipertekstualitas, multimedia, dan interaktivitas, membuat kebebasan berekspresi juga berkaitan dengan kebebasan berjejaring, kebebasan berelasi, dan kebebasan konektivitas. Implikasinya, kebebasan berekspresi dan tanggung jawab sosial pada jurnalisme digital juga perlu diartikulasikan dalam kerangka yang berbeda. Dilema yang terjadi di Indonesia, spirit kebebasan berekspresi pada jurnalisme digital ini tidak berjalan beriringan dengan regulasi media, salah satunya Undang-Undang Informasi dan Transaksi Elektronik (UU ITE). Penelitian ini bermaksud menguraikan bagaimana implementasi kebebasan berekspresi dan tanggung jawab sosial pada UU ITE. Penelitian ini menggunakan desk study untuk menganalisis transformasi kebebasan berekspresi yang terjadi di media digital dan bagaimana perubahan tersebut termanifestasi dalam regulasi media di Indonesia.
