E-Government Readiness: Penilaian Kesiapan Aktor Utama Penerapan E-Government di Indonesia (E-Government Readiness: Main Actor Readiness Assessment for E-Government Application in Indonesia)

Abstrak
E-Government telah terbukti dapat meningkatkan akuntabilitas, transparansi dan keadilan dalam penyediaan layanan publik. Sistem ini juga menciptakan birokrasi yang efektif dan efisien serta mendorong partisipasi pemangku kepentingan dalam perumusan kebijakan publik. Indonesia telah menerapkan e-government selama hampir dua dekade, sejak diberlakukannya Instruksi Presiden No. 3 Tahun 2003 tentang Kebijakan dan Strategi Nasional. Akan tetapi, penerapan e-Government belum menunjukkan hasil yang optimal karena belum dilakukan secara merata dan levelnya berada di bawah rata-rata regional Asia Tenggara. Kegagalan penerapan e-government disebabkan oleh ketidakpahaman pemerintah tentang e-readiness dan pengambilan keputusan tanpa mempertimbangkan bukti yang memadai. Penelitian ini menilai tingkat kesiapan Kementerian Kominfo sebagai aktor utama penerapan e-government dengan mengadopsi dan memodifikasi framework STOPE. Hasilnya menunjukkan bahwa Kementerian Kominfo berada dalam kondisi cukup siap. Akan tetapi, terdapat beberapa permasalahan yang perlu diatasi, seperti keterbatasan anggaran, SDM, regulasi, teknologi dan infrastruktur serta kurangnya lingkungan yang mendukung.

- Penulis diizinkan dan didorong untuk mem-posting karya mereka online (contoh: di repositori institusional atau di website mereka) sebelum dan selama proses penyerahan, karena dapat mengarahkan ke pertukaran produktif, seperti halnya sitiran yang lebih awal dan lebih hebat dari karya yang diterbitkan.
