PENERAPAN APLIKASI MOBILE UNTUK PELAPORAN KINERJA PEGAWAI DALAM MENDUKUNG e-GOVERNMENT

Abstract
Aplikasi e-Visum merupakan bentuk penerapan konsep e-government. Aplikasi pelaporan kinerja mobile untuk pegawai ini dibangun oleh BKKBN bersama pihak ketiga selaku pengembang aplikasi dengan tujuan agar para penyuluh KB di daerah dapat melaporkan kegiatan hariannya dengan lebih mudah, efektif dan efisien, beserta titik lokasi kerjanya secara real time melalui fasilitas smartphone android yang dimilikinya. Penelitian ini bertujuan untuk menganalisis dampak yang mungkin terjadi dari pembangunan sebuah aplikasi kinerja mobile pegawai serta mengetahui sejauh mana pemanfaatan e-Visum sebagai aplikasi pelaporan kinerja oleh para pegawai itu sendiri. Penelitian ini menggunakan pendekatan kualitatif dengan tehnik pengumpulan data melalui wawancara semi terstruktur dan data sekunder. Berdasarkan hasil wawancara, diketahui bahwa data disimpan dalam server Cloud dengan akses yang dimiliki BKKBN dan pihak ketiga sehingga faktor keamanan dan kerahasiaan data menjadi sebuah hal yang penting untuk diperhatikan. Peneliti mengunakan teori difusi inovasi untuk menganalisis pemanfaatan aplikasi e-Visum oleh para penyuluh KB. Hasilnya menunjukkan adanya peningkatan dalam pemanfaatan aplikasi kinerja mobile e-Visum oleh penyuluh KB dari bulan Januari sampai dengan September 2018. Waktu menjadi factor penting dalam sebuah proses adaptasi inovasi. Berdasarkan tingkat keinovatifannya, Jawa Timur masuk dalam kategori inovator, sedangkan Maluku Utara, Papua dan Papua Barat masuk ke dalam kategori lamban (laggards).
